When you are on instrument flight rules, ATC will usually vector you for the approach. Generally they use the highest grade approach that is available. I would say that in 75% of the cases we get vectored for the ILS approach regardless of weather. In other cases we fly the visual approach. 

You may be asked when you use CAT II or CAT III ILS procedures. Generally we do so when the ceiling drops below about 300 feet although it can be as high as 500 feet.
